Cabinet proposal soon to constitute
7th Pay Commission
The central government is likely to
constitute the 7th Pay Commission for revising the salaries of its over 50 lakh
employees before the start of process of next general elections due in May,
2014.
“The Finance Ministry is working out
a Cabinet proposal for constitution of the 7th Pay Commission which could be
taken up for consideration in the next couple of weeks,” a source said.
According to information available,
the government’s intention to constitute 7th Pay Commission before going for
polls is clear as it has made provision of Rs. 3.5 crore in the second
supplementary demands for grants in this regard which was approved by
Parliament in the just concluded Winter Session.
Earlier in September this year,
Finance Minister P. Chidambaram had announced that Prime Minister Manmohan
Singh has approved setting up of the 7th Pay Commission.
According to the announcement, the
Commission will be mandated to submit its report in two years time and its
recommendations would be implemented from January 1, 2016.
However, after that announcement, no
formal proposal was put up before the Union Cabinet for constitution of the
Commission.
As per the practice, the Commission
is headed by a former Supreme Court Judge and its other members would include
experts and officials.
Meanwhile, the government is also
believed to have approved fixing minimum pension of Rs 1,000 per month under
the Employees’ Pension Scheme 1995 (EPS-95) run by retirement fund body
Employees’ Provident Fund Organisation (EPFO).
The government is also understood to
have cleared maximum basic wage ceiling of Rs. 15,000 per month for deduction
of Provident Fund from existing Rs. 6,500 per month for private sector workers,
in general, covered under schemes run by EPFO.

NFPE & FNPO DECIDED TO GO ON NATIONWIDE INDEFINITE STRIKE IF THE DEMAND FOR INCLUSION OF GRAMIN DAK SEVAKS UNDER THE PURVIEW OF 7THCENTRAL PAY COMMISSION IS NOT ACCEPTED BY THE GOVERNMENT. THE MAIN DEMANDS OF THE STRIKE WILL BE
(1) Inclusion of Gramin Dak Sevaks under the purview of 7th CPC
(2) Regularisation of Casual, Part-time, Contingent Employees and Revision of their wages with effect from 01.01.2006 (as per 6thCPC wage revision) & Grant of DA
(3) Merger of 50% DA with pay for all employees including GDS
The above decision was taken in the Central JCA Meeting held on 19.10.2013 at New Delhi under the Chairmanship of Shri. T. N. Rahate, President, FNPO.

The cabinet has rejected the India
Post proposal for starting commercial banking services on the ground that it
does not have the expertise to handle banking operations as a result of which
the venture was not likely to be viable.
Top government sources said the proposal for starting commercial banking services by India Post that was aimed at enhancing financial inclusion through the wide network of the organization has been dropped by the cabinet after the finance ministry expressed reservations over the proposal.
The proposal needed an immediate transfusion of Rs 1,900 crore by the government.
However, the postal department has a poor financial track record. It has piled up huge losses over the last 11 years and has been losing badly to private couriers. India Post reported a loss of Rs 6,346 crore in fiscal 2011-12 which weighed against its credibility.
However, India Post is doing well on the savings front. Its outstanding balance under the Post Office Savings Scheme stood at Rs 6.05 lakh crore on March 31, 2013. This is half the deposits of State Bank of India and double that of the largest private lender ICICI Bank.
The postal department is one of 26 contenders for banking licenses. It had moved the proposal to the cabinet in order to enable it to meet the financial eligibility criteria of the Reserve Bank of India for new bank licenses to be issued by January next year.
India Post needs the government’s permission for the Rs 700 crore capital that is needed to set up the bank if it gets a licence. It will then require an additional Rs 1,200 crore in the first five years of its operations.
Unfortunately, over half of the population in rural India, do not have a bank account and the proposal for a postal bank would have a negative impact on government’s push to financial inclusion. The postal department has close to 1.55 lakh offices across country, with 1,39,040 in rural areas.

Prime Minister Manmohan Singh has given his nod for setting up the seventh Central Pay Commission, Finance Minister P. Chidambaram said today.Allowing about two years for the seventh pay commission to submit its report, the recommendations are likely to be implemented with effect from January 1, 2016, Chidambaram said in a statement here.
The average time taken by a Pay Commission to submit its report has been around two years.
The sixth Central Pay Commission recommendations were implemented from January 1, 2006.

New Delhi: The government is likely
to earmarkRs. 1,300 crore for the India Post to
enable it to make foray into the banking space.
"The expenditure finance commission will meet this month and finalise the fund to be provided to India Post for the proposed Post Bank of India,"
a finance ministry official told PTI.
The
Department of Post, which has applied to the Reserve Bank for a new bank licence, had last month approached the
finance ministry for sanctions of Rs. 1,300 crore for its banking foray and to meet the capital
requirements.
The Department of Post (DoP) plans to launch banking operations from its 50 branches in the first year and scale it to a total of 150 branches in 5 years.
